-

Inefficient utilization of funds has been a continuous problem in the public sector, causing delays or non-implementation of government programs, projects, and activities, among others. Such issues defeat the purpose of budgeted and allocated funds that should benefit the general public.

To help government institutions, the Center for Global Best Practices will host a special training titled Best Practices in the Utilization of Government Funds on Feb. 8 and 9 from 1:30 p.m. to 4:45 p.m. via Zoom.

Efficient and effective utilization of funds is a critical responsibility that public servants are accountable for.

Delays or issues in program implementation can have farreaching consequences that could affect government budget and delivery of services to the public. This two-session online training is designed for those who want to gain a deeper understanding of government fund utilization policies and regulations, learn strategies to optimize fund utilization while ensuring full compliance with laws and regulations. This training also aims to enhance the capability of government agencies to effectively manage and disburse government funds.

The program will feature CGBP course director and master trainer Maribeth de Jesus, CPA. She recently retired as assistant commissioner on systems and technical services sector at Commission on Audit (COA). She is a practitioner, lecturer, consultant, and adviser to various government agencies and private companies on accounting and auditing. She conducts best practices training programs on cash management control system, property supply management system, and laws and regulations on government expenditures.

Registration is open to the general public. A must for local chief executives, officials and management of NGAs, LGUs, GOCCs, GFIs, public utility companies and private entities planning or doing business with the government.

CGBP is an accredited training provider of the DILG-Local Government Academy; Governance Commission for GOCCs; and Civil Service Commission.

Government funds to be used in this training program will not be covered by Philippine Procurement Law or RA 9184 based on its Revised IRR’s Section 4.5-b, which classifies training and seminars as nonprocurement activities.

DBM circular 563 issued on April 22, 2016 also exempts public officials and government employees from the P2,000-limit per day on training fees.
