Learn how to monitor, evaluate gov’t programs and projects

Pursuant to National Budget Circular 565 mandated by the Department of Budget and Management (DBM), key LGU officials and officers are required to strengthen their institutio­n’s results-based monitoring, evaluation, and reporting of all government programs and projects.

To guide them on this, the Center for Global Best Practices will host a six-session online training entitled Internatio­nal Best Practices in ResultsBas­ed Monitoring and Evaluation of Government Programs and Projects starting on Tuesday, Feb. 20 from 9 a.m. to 12 p.m. via Zoom .

This pioneering learning event is also aligned with the policies and guidelines set forth by the DILG in the exercise of its supervisor­y powers to monitor and evaluate the performanc­e of LGUs in the implementa­tion and management of all infrastruc­ture projects through the use of results-based monitoring and evaluation systems.

Learn all this from CGBP’s esteemed course director and master trainer, Alicia Manuel, CrFA, CICA. She was with COA for 31 years as an auditor assigned to various branches of government including, DILG, Bureau of Fire Protection and Napolcom, among others. Manuel regularly conducts lectures on management audit and baseline assessment report and addressing COA challenges at institutio­ns, such as the Armed Forces of the Philippine­s, Philippine Army, Philippine Navy, and Philippine Air Force, among many others. She is also a consultant at the Philippine Government Electronic Procuremen­t System (PhilGeps).

Registrati­on is open to the general public. A must for everyone concerned and involved in RBME of programs and projects of all government institutio­ns such as NGAs, LGUs, GOCCs and its joint venture partners, GFIs, SUCs, LUCs, local water utilities and local economic enterprise­s created by LGUs.

CGBP is an accredited training provider of the DILG-Local Government Academy; Governance Commission for GOCCs; and Civil Service Commission. Government funds to be used in this training program will not be covered by Philippine Procuremen­t Law or RA 9184 based on its Revised IRR’s Section 4.5-b, which classifies training and seminars as non-procuremen­t activities. DBM circular 563 issued on April 22, 2016 also exempts public officials and government employees from the P2,000-limit per day on training fees.
