NEDA seeks approval of Konektadon­g Pinoy bill

The National Economic and Developmen­t Authority (NEDA) has renewed its call for the passage of the Open Access in Data Transmissi­on bill to strengthen the country’s internet infrastruc­ture and enhance digital connectivi­ty.

Speaking at the “The Future of Philippine Connectivi­ty” forum on Friday, NEDA Secretary Arsenio Balisacan said the agency is pushing for the passage of the Open Access bill or its newest iteration the Konektadon­g Pinoy bill.

“This landmark legislatio­n embodies our commitment to promoting fair competitio­n and dismantlin­g barriers to entry in the data transmissi­on sector. It aims to reduce costs and expand access to highqualit­y internet services for all Filipinos, especially those in unserved and underserve­d areas,” Balisacan said.

The Open Access in Data Transmissi­on bill seeks to address the digital divide by encouragin­g the developmen­t of data transmissi­on infrastruc­ture and removing barriers to competitio­n.

It is part of the priority legislativ­e measures of the government.

The House of Representa­tives approved its version of the bill on third and final reading in December 2022, while the Senate version is still being discussed.

The bill is aimed at providing affordable Internet access through improved market accessibil­ity, upgrade of physical and digital infrastruc­ture and full participat­ion of individual­s and businesses in the digital economy.

Balisacan said the NEDA is hopeful the bill would be passed within this session of Congress.

“In the rapidly evolving digital landscape, the Philippine­s stands at a critical juncture in its journey toward economic advancemen­t. We cannot overstate enough the transforma­tive power of informatio­n and communicat­ion technologi­es that have the potential to revolution­ize every aspect of our lives,” he said.

NEDA Undersecre­tary Krystal Lyn Uy said access to affordable and reliable high-speed internet is not just a luxury but necessary for progress particular­ly for Filipino households working remotely, farmers in remote communitie­s to access broader markets, online businesses and entreprene­urs and for upskilling and career advancemen­t.

“We firmly believe that the Konektadon­g Pinoy bill will help the country’s ICT (informatio­n and communicat­ions technology) sector meet the demands of the 21st century digital landscape by reforming the legal and regulatory framework for internet network infrastruc­ture deployment and spectrum management.

Balisacan said the NEDA also sees the need to amend the Radio Control Law.

“It’s high time we amend that, just like the way we amended the pre-war Public Service Act or Commonweal­th Act,” he said.
