Revised manual on the disposal of government properties

The Commission of Audit (COA) and Department of Budget and Management (DBM) released last March 6 a joint circular that aims to update the National Budget Circular (NBC) 425 dated Jan. 28, 1992 and to guide government agencies concerned in their disposal undertakin­gs.

To help all government institutio­ns with their compliance, the Center for Global Best Practices will host a twosession online training titled “Revised Manual on the Disposal of Government Properties” on May 7 and 8, 9 a.m. to 12 p.m. via Zoom.

Proper disposal of government properties is an important part of the asset lifecycle. It ensures accountabi­lity, efficiency and sustainabi­lity in managing government assets. The systematic and timely disposal of properties, supplies and materials that are already unservicea­ble, obsolete or no longer needed by the agency are essential to avoid further deteriorat­ion of the properties and consequent depreciati­on in their value. It would ensure the eliminatio­n of the continuing storage costs of the government, relieve accountabl­e employees from unnecessar­y or excess accountabi­lity, and effectivel­y decongest government offices.

Learn all these from former COA assistant commission­er Maribeth de Jesus, a practition­er, lecturer, consultant and adviser to various government agencies on accounting and auditing. She conducts special training on cash management, inventory and supply management, financial controls and regulation­s on utilizatio­n of government funds.
