Cabinet hopes Afghan talks will lead to peace
The Cabinet welcomed the Afghan peace negotiations that Doha is currently hosting within the context of Qatar’s efforts to bring peace to Afghanistan and in implementation of the wise directives of His Highness the Amir Sheikh Tamim bin Hamad al-Thani. The first positive results of Qatar’s endeavour were achieved at the end of February 2020 with the signing of the peace agreement between the US and Taliban.
The Cabinet affirmed that Afghan negotiations, which are considered an achievement in themselves, constitute a milestone in Afghanistan’s history and opens the way for the brotherly Afghan people to realise true national unity and a new era dominated by peace, security, stability and prosperity after more than 40 years of wars and conflicts.
By promoting brotherhood and tolerance, giving priority to the national interest and the aspirations of the Afghan
people, the Doha negotiations can achieve the required success and reach a comprehensive agreement that achieves peace, preserves Afghanistan’s unity, independence and sovereignty, and mobilises the energies of its people for development and construction, the Cabinet said.
The Cabinet praised the role of the US and all parties and international partners who exerted efforts to achieve peace in Afghanistan, stressing that Qatar, which adopts dialogue as a method for resolving differences and settling disputes, will spare no effort in cooperating with the international community to achieve the desired goals of these negotiations and achieve the aspirations of the brotherly Afghan people for security, stability, peace and prosperity.
The Cabinet also welcomed the results of the third session of the QatarUS strategic dialogue, which was held in Washington on September 14-15.
The Cabinet has given its approval to a draft Amiri decision on establishing the national agency for cybersecurity.
This came at the Cabinet’s regular meeting at the Amiri Diwan, which was chaired by HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz al-Thani,

Following the meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa Saad al-Jafali alNuaimi issued a statement on the details of the proceedings.
The preparation of the draft decision comes within the context of updating legislation to keep pace with developments in this regard and the project aims to unify the visions and efforts to secure the country’s cyberspace and to maintain national cybersecurity. The draft includes provisions relating to the establishment of the agency, its objectives, competencies, administration and financial system. The Cabinet also gave its approval to a draft Amiri decision to establish the Joaan bin Jassim Academy for Defence and Security Studies.
The preparation of the draft decision comes to replace Amiri decision No 64 of 2014 regarding the establishment and organisation of Joaan bin Jassim Joint Command and Staff College.
Among the objectives of the Academy is the preparation and qualification of military and civilian leaders to assume positions at the strategic level, as well as to enable students to acquire various modern military and academic sciences at the strategic level. The Academy consists of the national defence college, the force and joint staff college, and colleges and research centres that are established in the Academy.
Further, the Cabinet gave its approval to HE the Finance Minister Ali Sherif al-Emadi’s draft decision naming the chairman and members of the first tax grievance committee, as well as its nod to the ratification of the Doha Amendment to the Kyoto Protocol to the United Nations Framework Convention on Climate Change.
