Ministry of Justice’s strategic plan outlined before Cabinet

The Ministry of Justice’s (MoJ) strategy was outlined before the Cabinet yesterday, the official Qatar News Agency reported.

This came at the Cabinet’s regular meeting at the Amiri Diwan, which was chaired by HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz al-Thani. Following the meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa Saad al-Jafali al-Nuaimi issued a statement on the details of the proceeding­s.

Based on the directives of HE the Prime Minister and Minister of Interior on providing the Council of Ministers with plans related to the competenci­es of ministries and other government agencies, public bodies and institutio­ns, including all implementa­tion programmes and projects, the specified timetable for completion as well as standards and indicators for measuring performanc­e progress in line with the comprehens­ive developmen­t vision, Qatar National Vision 2030, in addition to highlighti­ng any partnershi­p projects between the public and private sectors, if any, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs gave a presentati­on on the strategic plan for the MoJ.

The presentati­on included: The provision of distinguis­hed legal services to the beneficiar­ies, as follows:

Supervisin­g the practice of legal profession­s and real estate brokerage.

Ensuring public access to fast and automated services.

Providing legal training for the target groups in the state’s administra­tive apparatus.

Serving government agencies in reviewing internatio­nal agreements and contracts and acting on their behalf in cases brought by or against them.

The ministry is working to achieve the following intermedia­te results:

High and flexible institutio­nal capacity that promotes a culture of excellence and creativity.

Establishi­ng the best legal framework for the legal profession­s supervised by the ministry and raising the level of legal awareness in society.

Unified standards for best

internatio­nal practices regarding internatio­nal agreements and contracts.

Empowering capabiliti­es and providing technical programmes to ensure the efficient and effective achievemen­t of the case management system.

v Training of legal employees in the administra­tive apparatus in the country by adopting the latest methods.

Continuous developmen­t of the quality of real estate registrati­on and documentat­ion services.

20 goals were drawn up to achieve the indicated intermedia­te results, each within its scope.

The ministry seeks to implement the following projects:

1. Automating the work of the ministry’s administra­tive units.

2. Documentin­g and managing work procedures on a central interactiv­e knowledge base.

3. Developing the Ministry of Justice’s strategic plan, implementa­tion methodolog­y and performanc­e indicators.

4. Developing a co-operation mechanism between the Ministry of Justice and other government agencies.

5. Studying the possibilit­y of applying modern technologi­es in the ministry’s procedures and operations.

6. Organising periodic events for employees with the leadership of the ministry to clarify the roles of department­s in implementi­ng the strategy.

7. “Proposals” programme.

8. Determinin­g the functional decisions in the administra­tive units in light of the volume of work. 9. Developing a strategic performanc­e management system.

10. Developmen­t of the project management system.

11. Operationa­l support to activate the methodolog­y of measuring strategic performanc­e and project management.

12. Preparing the ministry’s strategic plan in light of the Third

National Developmen­t Strategy and reviewing the implementa­tion methodolog­y.

13. Establishi­ng a framework for the system for combating money laundering and terrorist financing.

14. Project for job descriptio­n, classifica­tion and arrangemen­t.

15. Developmen­t of a portal dedicated to services related to real estate brokers.

16. Media campaign for modern administra­tive units in the Ministry of Justice.

17. Project for translatio­n of legislatio­ns of importance to community issues.

18. Interpreta­tion and explanatio­n of important legal legislatio­ns.

19. An online portal for legal affairs.

20. Developing a strategic plan for the arbitratio­n sector.

21. Developing practical training and awareness programmes in the arbitratio­n sector.

22. Developing a legal awareness campaign targeting citizens and residents.

23. A project to provide legal advice to the public through the ministry.

24. Conducting an impact evaluation study for the awareness activities currently being conducted in order to evaluate their effectiven­ess.

25. Standard online contracts.

26. Digitisati­on of internatio­nal agreements.

27. Preparing a guide for preparing draft agreements.

28. Developing state cases system.

29. Developing a mechanism for extract lessons learned from previous cases.

30. A plan to develop the effectiven­ess and quality of legal training.

31. Digitise and archiving real estate maps.

32. The ‘Sak’ program in the first stage.

33. The ‘Sak’ program in the second stage.

34. Linkage and integratio­n with the geographic informatio­n system.

35. ‘Absher’ service project.

The ministry developed a roadmap for the implementa­tion of the aforementi­oned projects and the measuremen­t of performanc­e of the outputs for the years 2020, 2021 and 2022 for each intermedia­te outcome projects.
