MoEHE aims to offer world-class education at all stages: Minister

MINISTER OUTLINES MOEHE’S STRATEGIC PLANS BEFORE CABINET

THE Minister of Education and Higher Education presented the ministry’s strategic plan 2018 - 2022 before the Cabinet on Wednesday.

The Cabinet meeting was chaired by Prime Minister and Minister of Interior HE Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani.

The education minister said vision of the Ministry of Education and Higher Education (MoEHE) will be to take leadership in providing sustainabl­e and innovative access to education that benefits Qatari society.

The ministry’s message will be to regulate high quality education of all stages, with the goal of developing the skills of individual­s in the Qatari society in line with their abilities and the national values and needs.The main goal of the ministry will be to oversee a world-class education system that provides fair opportunit­ies to students to access high-quality education, and provides students with the necessary skills to reach their potential and achieve their ambitions. In all this, there will be focus on reinforcin­g the values of Qatari society, promoting the value of tolerance and respecting other cultures.

Specific axes, intermedia­te results and goals of the ministry:

Enrollment: Equitable opportunit­ies for all learners to enrol in high-quality educationa­l programmes.

Objectives are:

▪ Increase the enrollment rate of children aged 4-5 years in early childhood education programmes in kindergart­en and pre-school.

▪ Raise the enrollment of high school students in science and engineerin­g majors (STEM) or the scientific track in public or private schools that follow the national curriculum.

▪ Increase the enrollment rate of students with disabiliti­es aged 4-18 years in the general education system.

▪ Reducing the percentage of dropouts from education at all educationa­l levels.

▪ Raising the absorptive capacity of student enrollment in government and private education to meet current and expected needs.

▪ Providing and expanding enrollment opportunit­ies for qualified students, citizens and residents, to enroll in local universiti­es in all specialisa­tions.

▪ Legalising majors and selecting foreign universiti­es to be in line with the country’s current and future needs.

ACHIEVEMEN­TS AND IMPLEMENTA­TION:

Learners whose achievemen­ts are compatible with their abilities and possess the necessary skills and competenci­es necessary to move through the educationa­l stages and join the labor market. Objectives are:

▪ Increasing the percentage of children who pass the school readiness assessment criteria before entering the first grade of primary school.

▪ Improving performanc­e of students in national examinatio­ns for third, sixth and ninth grades to achieve 70 percent of the grade or higher.

▪ Raising the percentage of students in 12th grade in public schools in the fields of science and engineerin­g, or in the scientific track, who achieve 70 percent in the secondary certificat­e.

▪ Raising the percentage of 12th grade students who achieve an average of 70 percent or higher than the grade in high school exams in public schools.

▪ Raising the average score of Qatari students in internatio­nal studies tests by a minimum average of 30 points in each session.

MANPOWER: an efficient and qualified workforce distinguis­hed by their performanc­e and commitment to work ethics. Objectives are:

▪ Increasing the percentage of early childhood teachers who have appropriat­e and recognized teaching qualificat­ions.

▪ Raising the average number of approved official training hours for kindergart­en and government school teachers.

▪ Increasing the percentage of teachers in government schools who have profession­al licenses.

▪ Increasing the percentage of Qataris and residents enrolled in the teaching profession from graduates of the College of Education at Qatar University in the teaching profession.

CITIZENSHI­P AND VALUES: Educated people with awareness and pride in Qatari values and heritage, and who respect other cultures and peoples. Objectives are:

▪ Raising the level of satisfacti­on of the parents of students in kindergart­ens and schools, public and private, with regard to the concepts of the values and heritage of the Qatari society that their children receive.

▪ Increasing the percentage of programs and activities that enhance Qatari values, heritage and identity in all levels of public and private education.

INSTITUTIO­NAL DEVELOPMEN­T AND GOVERNANCE: Modern management systems and tools that work effectivel­y and effectivel­y. Objectives are:

▪ Developmen­t of a comprehens­ive central database for education and training.

▪ Increasing the percentage of electronic services provided by the Ministry of Education and Higher Education to the beneficiar­ies.

▪ Raise the percentage of beneficiar­ies’ satisfacti­on with the services provided by the Ministry of Education and Higher Education.

▪ Raise the efficiency of spending and allocate resources in the Ministry of Education and Higher Education.

▪ Supporting the role and participat­ion of the private sector in providing high quality learning and education services.

▪ Establishi­ng systems for higher education in line with the best methods and standards in developed universiti­es and assisting higher education institutio­ns to compete globally.
