He was born in the Eastern Cape near Mthatha in a village called Buwa. He was the eldest and had one brother and three sisters.

He joined the ANC in 1991 in Gugulethu section 2, Dullah Omar region. He played a vital role in the first democratic elections in 1994.

In 1995 he was elected as a councillor for ward 42 in section 2 “Kwa Kick” (hostels).

He was elected to serve as a PR councillor for the City of Cape Town and served on various structures of the sub-region council such as the South African Allied Workers Union and the Construction and Allied Workers Union.

In 2012 Ntotoviyane was elected as the councillor for ward 42, where he served until his retirement last year.

Ntotoviyane went to school in Buwa but had to leave school to find work in the then Eastern Transvaal (Mpumalanga). He came to Cape Town in 1971.

His son Roger, 36, described his father as “a warm-hearted person who loved everybody; he was always happy”.

“I never saw my father sad or angry. I can’t remember him lifting a finger to any of us. I am still in shock about his death and will forever carry his teaching with me.”

Ntotoviyane will be buried on September 30 in Buwa.

He leaves behind his wife, five children and several grandchildren.
