SA national on drug charges in Lusaka
A FORMER Cape Town businessman arrested in Zambia on charges of growing dagga and on other related charges is expected to appear in court in Lusaka, Zambia, today.
The man, identified as Kabir Magan, was held in police custody because one of the charges, “trafficking in psychotropic drugs”, was a non-bailable offence.
The Drug Enforcement Commission in Lusaka arrested Magan during an operation conducted in Lusaka’s Woodlands area last Wednesday in which an indoor cannabis lab was discovered.
Yesterday Zambia’s Drug Enforcement Commission spokesperson Kamufisa Manchishi said the lab contained an intricate system for the simulation of environmental conditions to support the dagga plants that were being grown in polythene bags.
This included an automated lighting system and air-conditioning, among others.
The operation also led to the discovery of a suspected crypto-currency machine.
“Kabir Magan, 33, of Buluwe Road, Woodlands, in Lusaka has been charged with trafficking in psychotropic drugs, unlawful cultivation of cannabis, possession of instruments for the administration of drugs and permitting unlawful use of drugs at the premises contrary to the laws of Zambia,” Manchishi said.
He added that investigations were being carried out to ascertain the full extent of the case, but declined to provide further details that could prejudice the probe.
“The commission wishes to strongly warn individuals against the unlawful cultivation of cannabis, which constitutes an offence under the Narcotic and Psychotropic Substances Act.
“The commission will not relent in its mandate of bringing offenders to book,” added Manchisi.
Department of International Relations and Co-operation spokesperson Nelson Kgwete said the department had not been informed of the arrest, although it is understood the South African embassy in Lusaka has been made aware of Magan’s arrest.
