City paralysed by DA

THE SACP in the Brian Bunting District has always believed that the racial-based factionali­sm in the DA caucus in the city council has plunged the City governance deep into paralysis.

The unpreceden­ted interferen­ce in the City’s administra­tion affairs by the DA federal executive did not assist this trajectory.

As anticipate­d, the City’s financial management has regressed from the “clean audit opinion” to an “unqualifie­d audit opinion with serious findings” due to chronic irregulari­ties in the supply chain management processes.

Lack of succession planning in the City is another ticking time bomb that signifies the lack of leadership and farsighted­ness.

The trend of perpetuall­y extending employment contracts of the ready-toretire white males, particular­ly in the specialise­d areas, is a tactic to delay transforma­tion.

This is due to backward racist stereotype­s that blacks and females in particular are incapable of providing specialise­d services.

The desperatio­n by the DA to get rid of Patricia de Lille has plunged the City deeper into the governance quagmire.

The current reckless smash-andgrab of the executive powers of the mayor is not just illegal, but a direct assault on our democracy whose foundation is the blood of martyrs of our revolution.

This is also in contempt of the court order, which ruled that De Lille must continue exercising the powers and authority conferred on the executive mayor.

This delinquenc­y and blatant disregard of the governance protocols cannot continue unchalleng­ed, as the poor remain the first victims of this paralysis.

Therefore, the SACP in the Brian Bunting District is of a view that the current council has lost its legitimacy.

We remain firm in our call for the powers of the council to be revoked and the City to be place under section 139 interventi­on, with the national government playing an oversight role, as all the DA-led structures and MECs are conflicted and cannot independen­tly resolve the governance decay in the City.
