Irregular, fruitless and wasteful expenditure to the value of R1.46 million related to the irregular procurement of 3P Consulting to compile the department's 2007/2008 budget and financial misconduct by Dr Rahman in that he failed to report it. The conduct of Dr Rahman has been referred to the relevant prosecuting authorities and was under investigation by the AntiCorruption Task Team.
Irregular expenditure, fraud and financial misconduct amounting to R329.7m related to the development of a turnaround strategy for the department. Hlongwa, Mookeletsi, Mosupi, Ramaano and Rahman have been referred to the South Gauteng Director of Public Prosecutions for contraventions of the Prevention and Combating of Corrupt Activities Act (Precca) and Ngcobo for contraventions of the Public Finance Management Act (PFMA).
Irregular, fruitless and wasteful expenditure plus financial misconduct involving R2.1m that related to the procurement of services and contracting of service providers for the Gauteng Aids Conference in 2007. Three acts of alleged financial misconduct by Ngcobo have been referred to the relevant prosecuting authority.

Hlongwa, Mookeletsi and Mosupi have been referred to the South Gauteng Director of Public Prosecutions for contraventions of Precca and Ngcobo for contraventions of the PFMA.
