The union leaders are not the only beneficiar­ies of this windfall as they appear alongside other managers on the list of those questionab­le adjustment­s and secondment­s.

Ngesi said the secondment­s were an interim measure as the metro was restructur­ing.

“Operationa­l needs have necessitat­ed that key functions be delegated to staff members pending finalisati­on of the restructur­ing.

“The process followed in such cases is that the line department determines an operationa­l need and identifies a relevant official who can be allocated the additional functions on an interim basis.

“A motivation is then submitted from the line department via corporate services to the Accounting Officer for considerat­ion. Selection of staff members is effected by the relevant line managers based on the qualificat­ions, abilities or experience noted by such managers,” said Ngesi. — zineg@dispatch.co.za
