Buffalo City Metro has set aside R15m to kickstart the upgrade and extension of the Water World Fun Park in Leaches Bay in the current financial year.

The much-anticipated development will cost an estimated R80m and will be implemented in phases with the BCM Development Agency (BCMDA) spearheading the project.

Speaking to the Daily Dispatch about the mega project BCMDA chief executive Bulumko Nelana said the current budget was availed to start the construction process.

“The funding will be used for both appointment of a construction project manager and actual construction works,” he said.

Nelana said the construction work was scheduled to start around March next year since the environmental impact assessment by provincial environmental affairs department and town planning and working drawing by BCM were outstanding. The agency recently presented a progress report to BCM councillors.

As part of the development, upgrading and expansion of the existing water world swimming pools and amenities will be done.

Nelana said the development would include the construction of new two-star chalets.

“This will enhance the character of the western seafront area, act as a catalyst for future developments along the seafront and strengthen its tourism potential for both local and international users. This is in tandem with the racetrack precinct development,” Nelana said.

He said due to the high maintenance needs and dwindling resources the facility experienced dilapidation, requiring some form of intervention.

“BCM thus mandated the agency to develop more efficient ways to see this facility upgraded and redeveloped to enhance its recreational and tourism potential. This was endorsed through a rigorous public engagement process during the cause of the conceptual design phase.

“The rationale is for interventions that are not seasonal but allow residents to visit the facility anytime during the year.

“BCMDA thus intends to upgrade and expand the current facility into a unique coastal recreational area with more water slides, a range of amenities and activities that can cater to both day visitors as well as overnight visitors.

“Complement and integrate with successful surrounding land uses and activities, including those associated with the racetrack, establish a safe, continuous beach walk and pedestrian promenade experience to showcase the beautiful coastline,” said Nelana.

Asked how BCM would address the scourge of crime in the area, Nelana said once completed, the operations of the whole precinct node will be undertaken by BCMDA and will involve security measures to ensure all patrons are safeguarded crime.
