MANILA: China’s agreement to begin talks with the Associatio­n of South-East Asian Nations (Asean) on the code of conduct framework for the disputed South China Sea would be a “stabiliser” for the region, Chinese Premier Li Keqiang told Asean leaders at a summit yesterday.

South-East Asia and China adopted a negotiatin­g framework, but critics see it as a tactic by China to consolidat­e maritime power.
