NC ANC to conduct service delivery audit
THE ANC in the Northern Cape will conduct a service delivery and skills audit of provincial government departments, while all vacant posts will also be audited.
Following the ANC Provincial Executive Committee (PEC) lekgotla this week, ANC provincial secretary Deshi Ngxanga said that a transitional committee would be established to oversee a “seamless transition” after the elections.
He stated that the long-term contracts of senior managers employed in government would also be scrutinised and an assessment made of ministries.
“Deployed cadres must not over commit departments on any type of contracts that might adversely and financially affect provincial government.”
Ngxanga said that the ANC was committed to addressing the high rate of unemployment and underdevelopment in the Province.
“The Province has the highest unemployment rate in the country, followed by half of our households which are poor, and has high levels of inequality.”
He stated that a Northern Cape Youth Business Development Fund would be established to assist unemployed youths and job seekers.
“Provincial Treasury should work in collaboration with the Department of Health in order to fill critical posts, this is to ensure that the state of health care in the Province is improved to an extent of optimised delivery of services.
“The National Health Insurance funding model must be expedited through the necessary Treasury process for its full implementation.”
Ngxanga also highlighted the need to improve the state of education in the Province and to ensure that tender processes were more transparent, credible and effective.
“A local government summit should be convened before March 15 to deal with the myriad of pressing issues relating to municipalities.”
