CDM Mayor briefs media on matters of interest

- Barry Viljoen

Capricorn District Mayor Mamedupi Teffo briefed the media on various matters of interest during a meeting at CDM on Friday. Progress on supply of water

A number of water projects are currently implemented in Blouberg, Molemole and Lepelle-Nkumpi and according to Teffo, the turnaround time to repair breakdowns and resolve water supply interruptions has improved.

“In the month of August, we received 92 reports of breakdowns and our technicians managed to repair 87 in Blouberg. In Lepelle-Nkumpi, we had 63 breakdowns and managed to repair 62. In Molemole, we recorded 53 breakdowns and our technicians managed to repair 51.

“Repairs that are complex get allocated to contractors and in the same period (August), they repaired 11 of 13 breakdowns in Blouberg. In Molemole, they repaired 21 of 32 recorded breakdowns. In LepelleNkumpi, the contractors repaired all 28 breakdowns. All these breakdowns were attended to between one to three days as per our maintenance service standard,” Teffo reported.

The installation of prepaid water meters is progressing well in Molemole, with

831 meters already installed in households, 45 in business premises and six in government properties in Mogwadi (Dendron).

“In Morebeng, CDM has so far installed 127 in homes,

17 in businesses and eight in government premises. There is also massive progress in Blouberg where 682 smart meters have already been installed for households, 35 for businesses and four for government buildings in Alldays. In Senwabarwana, we have so far managed to install 1 030 for households, 21 for businesses and 23 for government premises,” Teffo said.

Resignation of suspended CFO

During a special meeting on July 26, council accepted the resignation of the CFO. The resignation came amid a disciplinary process following her suspension in March this year. “This means that the disciplinary process was not yet concluded at the time of her resignation,” Teffo explained and added that the position is now vacant. “The municipality is actively looking for a CFO. We have already started with the recruitment process to find a suitable candidate and I therefore take this opportunity to invite suitably qualified, skilled, competent and experienced candidates out there to apply,” Teffo said.

Purchase and delivery of the speaker’s official vehicle

An official vehicle for the Speaker of Council has been delivered on July 7.

The total cost of the vehicle is R602 550 and it was purchased in line with the cost containment measures as determined by National Treasury. “The municipality is satisfied that the purchase was done through a stringent procurement process where a tender was advertised, and evaluated and a suitable local supplier, Kwena-aPhaahle (Pty) Ltd was appointed to supply the vehicle. The appointed supplier has an agreement with Mercurius Motors to supply the vehicle as per the specifications, service plans and manufacturer warranty. A transversal contract was not utilised in this transaction as at the time of advertisement, the National Treasury had not finalised the new rates which were set to begin in July 2023 and were only finalised after the purchase,” the mayor reported.

Revitalising of Motumo Trading Post

After years of engagements, the municipality has made progress in its efforts to rehabilitate Motumo Trading Post on the N1 at the Tropic of Capricorn. “This comes after the municipality resolved challenges that have, over the years, impeded progress towards rehabilitation of the project. Key among those challenges were the land claim question, the presence of graves and the issue of security, which are now resolved after the agent who was contracted by the National Department of Tourism for the construction of the facility between 2003 and 2006, reburied the remains at the site and carried the cost thereof,” Teffo said.

The municipality is now in the final leg of appointing a strategic partner who will evaluate and rehabilitate the facility. “The municipality is therefore pleased with the developments, the consensus between all role players and the collective commitment to rebuild the project,” Teffo said.

Roadmap to clean audit

All municipalities in the district met the deadline of August 31 for the submission of annual financial statements to the Office of Auditor-General for audit.

“This important compliance with the law comes after two weeks of a countdown mission which ensured that our municipalities were ready for submission in line with the Roadmap to Clean Audit that was launched in March this year,” Teffo said and explained that CDM has helped local municipalities to rebuild their capacity and overcome challenges towards achieving clean audits including a quality review of all the sets of financial statements before submission.

“We are optimistic about the audit process that is currently underway and we are hopeful that the audit outcome will be positive for all municipalities,” Teffo concluded.
