Council to fine smokers

Cigarette smokers in the capital city could be hit with a fine of up to R1 000 if they are caught smoking near any municipal facility. Tshwane mayor Solly Msimanga announced yesterday he had taken the bold step of declaring all municipal facilities smoke-free after he was asked to participat­e in the 17th World Conference on Tobacco or Health taking place next week in Cape Town.

“I thought it befitting that before I make this global announceme­nt, I start here at home. The prohibitio­n of smoking in facilities owned and managed by the City of Tshwane is informed by our concern for the health and safety of both our employees and members of the public that make use of these facilities.”

The revised smoking policy, which was approved in September 2012 to ensure it is in line with the Occupation­al Health and Safety Act, states that those who wish to smoke may not do so within five metres of doorways, windows and building air supply through which tobacco smoke can enter the building.

Smokers are also required to dispose their cigarette butts in proper containers in order to keep a neat and clean environmen­t for all employees, visiting partners and customers, Msimanga said.

Violators would be fined between R700 and R1 000 while city employees caught violating the policy could face disciplina­ry action, the city’s divisional head for health services, Abel Malaka, explained.

He said the city was willing to assist cigarette addicts who wish to kick the habit.

“In terms of assisting those who want to quit smoking, there is an employee wellness programme to assist them.

“This is part of the health programmes implemente­d by the city,” Malaka said.

Msimanga and MMC for health Sakkie du Plooy and group heads signed a declaratio­n obliging them to ensure all subordinat­es understand the requiremen­ts of the policy.

“The City of Tshwane is proudly smoke-free and we urge all cities and leaders to follow our lead, as it creates an ideal shared indoor environmen­t for our employees, partners and customers.”
