Glenvista vehicle licence renewal nightmare

As I do every year in early March, I went to the Post Office in Glenvista to renew my vehicle licence. Having handed in the paperwork, I was told that they were offline and I would need to go to Region 9 office at Wemmer Pan.

The Region 9 office told me my licence was “blocked” because of an outstanding traffic fine. The lady kindly printed me a list show- outstanding fines dating back to January 17, 2013.

I was then directed to the traffic department at Wemmer Complex. At Wemmer, there are countless counters with two people in attendance and a very long queue. There are also signs, badly battered, on every counter window asking clients to be patient as they are “facing problems”.

If, as I am told by the lady at Wemmer Complex, I cannot renew my licence while I still have outstanding fines, I must ask the following question: if there are outstanding fines from 2013, how was I able to renew my vehicle’s licence in March 2013, 2014, 2015, 2016 and 2017?

I have never received any paperwork from JMPD in the post (and when I receive any papers by post, which is very rarely, I deal with the paperwork immediately).

How must I renew my licence for, without proof of this supposed fine, I will most surely not give JMPD any money! I am quite prepared to go court to sort this out.

The copy of the infringement notice, which I assume is a legal document, does not even have my correct name on it.
