Road surfaces in townships rough

COULD anyone tell me why road surfacing (tar) in townships is far inferior to that in the suburbs?

The surface is almost always rough with the merely blackened concrete stones being visible.

I don’t know if the people who get the contracts for the resurfacin­g are saving costs for their enrichment, have contracts with tyre companies to wear out our tyres faster for speedy re-purchasing of tyres, black people enjoy living in a bad maintenanc­e quagmire and/or the tardy payment of municipal services by township dwellers is being rewarded with spite.
