WASTE OF MUNICIPAL FUNDS

WHY should our rates and taxes be wasted on education for councillors where 80% of the pass rate was based on attendance? Is there any qualification or educational requirement required to stand for election as a councillor? Is Grade 7 regarded as good enough? Surely we must have learnt something from the mistakes made by the grossly undereducated and totally immoral Jacob Zuma!
