An eyesore of a structure

DECLARING an area a heritage site is all well and good, but it would seem that practical considerations and common sense go out the window.
Your story on the roofless toilet at Resistance Park reminded me of the eyesore at the corner of Helen Joseph (Davenport) and Bulwer Road in Glenwood.
Yes, I can only be referring to the long-disused council bus toilets that must rate as one of the ugliest structures around. It was a haven for vagrants, lost its roof in a fire years ago, then was deemed to be so important that it was fenced off. Now the fence is a useful place to hang drying clothes for the park dwellers.
Some misguided people suggested that it become a coffee shop, but who would want to sit metres away from cars idling at the traffic lights – besides there are many more attractive venues around.
One wonders who actually declares a place a heritage site?
