Pedestrians, runners and dog-walkers are terrorised by dogs in our area on a daily basis.
Dogs escape through the inadequate fencing on their owners’ properties or are already loitering around open gates. Taking your (leashed) dog for a run, if possible, requires courage, nerves of steel and superior anticipation of danger.
Our gardener and our dog have both been attacked and badly bitten, resulting in incapacitation for many days as well as unaffordable medical expenses.
Pedestrians have to make detours every day to avoid certain roads.
Safe, free and uninhibited movement in South Africa is a constitutional right. The bylaws of the municipality need to be adhered to and fines issued for contravening laws and bylaws.
I think there needs to be a large, sustained campaign. Enclosing reminders to control your dogs with the monthly municipal accounts might be one costeffective method.
