‘Respect thy neighbour’
A NEW bylaw in San Fulgencio establishes rules for civilised coexistence between members of the public, and fines for those who break them of between €750 and €1,500.
For example, violating the ban on using scooters or skateboards on pavements or spaces reserved for pedestrians is considered a serious infraction incurring a penalty of €1,500.
Dumping furniture or belongings in the street without having first called 693 927 778 to arrange for it to be collected is also punishable with a €1,500 fine, as is the case for garden waste, which must be deposited at the ‘Punto Limpio’ on Calle Extremadura, Monday to Saturday
between 08.00 and 14.00.
The bylaw makes owners of land or buildings responsible for maintaining their safety, cleanliness and appearance; likewise empty plots of land must be fenced off and kept clean, including elimination of rats and disinfection – otherwise the town hall will carry out the work and bill the owner for the cost.
The bylaw prohibits fly-tipping and establishes rules for any activity that could dirty the street (construction, washing/ repairing buildings, businesses, cars, etc.).
It also covers pets defecating or urinating in the street, against buildings or on public furniture, and prohibits leaving food out for animals without specific authorisation.
Discriminatory behaviour against other people for any reason can result in a fine, in addition to possible criminal charges.
Putting up posters or distributing flyers must be authorised, as must begging, and any kind of coercion by offering goods or services for money will be punished, especially if children are being used.
There are also fines for urinating or drinking alcohol in the street, and for unauthorised street vendors.
Finally, loud music, shouting, work or repairs that might disturb residents sleep are not allowed between 22.00 and 08.00.
