Council moves on €5.9 million rubbish contract
New deal includes improved cleaning of containers
JÁVEA town hall has ‘provisionally’ awarded the eightyear contract for rubbish collection and street cleaning – worth an annual €5.9 million.
The special committee advising the council on contracting proposed the work be handed to Técnicas y Tratamientos Medioambientales SA (TETMA) after a technical analysis of the company’s tender.
However, opposition parties have complained they had not had the opportunity to properly debate the procedure and the modernisation of certain areas of the service.
The contract award will be finalised after TETMA produces all necessary documentation and it will then have to be ratified by a vote at a full council meeting.
The service involves collection and transport of solid urban waste, management of the eco-park, and the cleaning of public areas and the beaches.
In its assessment, the committee looked not only at the price of the tender but also
the resources offered by the bidding companies as well as ‘quality criteria’ and ‘environmental control’.
It also took into account suggested improvements for areas such as cleaning containers, better management of green points – the town has suffered a number of illicit tipping incidents – and management of ‘black spots’.
A spokesperson for the town hall said the contract
was important on a budget level but was ‘most complicated’ at a technical level as it affected ‘the quality of life of citizens and the public image of the town’.
As a result, bidding companies won points on an analysis of their offer – and a third of those awarded were for the economic value of the tender and two thirds for the ‘project’ itself.
