The litigation process pertinent to the Central Bank Bond Scam is required to be concluded against those who are involved before the end of the government term, if the President and the PM still have some sort of feeling that they are the pioneers of good governance. However those who are involved to the bond scam are presently treated as suspects, until the indictment­s are served.

Out of them, the allegation­s levelled against Ravi Karunanaya­ke, as the former Finance Minister, are of a very serious nature, and under the direction of AG, CID filed a case before the Chief Magistrate Court of Colombo alleging him of giving false evidence intentiona­lly during his testimony at the Bond Commission Inquiry. Now RK is one step ahead of becoming an “Accused” among other suspects; however some names are yet to come into surface. In addition more serious charges are yet to be filed against RK under the Act of Bribery Commission. At present justice towards the public is already delayed but hope that it will go ahead speedily.

It is a surprise to hear that a new proposal is made to offer a ministeria­l portfolio to Rk;totally disregardi­ng the reasons caused to lose his previous job. After having carefully studied the case against him, as a politician he seems to be the main beneficiar­y of the Bond Scam. As an educated person, he knew the responsibi­lity that has been entrusted on him as the Finance Minister. It was required of him to maintain a high level of honesty and integrity, although he breached the trust being reposed on him very greedily and in a shameful manner. Accordingl­y a strong case with the backing of sufficient evidence made him an accused of a major financial crime.

The main quiz to the Premier is on what basis RK become eligible for a ministeria­l post now? First he has to clear his name from the indictment­s already filed and many more serious charges are yet to come.and why cannot the PM understand that RK thereby tarnished the image of the good governance at its inception. therefore the PM has no ethical right to take such a drastic decision. If unable to change the mindset considerin­g the latest developmen­ts referred to, PM has a moral obligation to give reasons to the public if he decides to implement the proposal.

Keep in mind there are no more vacuums to fill in the Cabinet as it is already fully packed to a level not affordable to the country especially considerin­g the severe economic crisis the country is heading towards. It is not fair to make one person happy without a valid reason, and to the disappoint­ment of the two million people. In this case, those who are answerable to the public must learn to act on facts without being emotional.
