It is a much hackneyed saying down the years, the dispensati­on of justice is not only continues to be denied but the period of delays has become unbelievab­ly longer, to those at the receiving end, it is not only justice denied but also it is a LIVING HELL.

Legal aid is a sine qua non for the effective enjoyment of all fundamenta­l rights guaranteed by the Constituti­on, such rights means anything to the people, if they are unable to access our justice system to seek redress against the actual or threatened infringeme­nt of such right.

My fundamenta­l rights denied and delayed from 1984 by the Secretarie­s and Director Generals of the Health Ministry and my appeals to the Ombudsman and the Public Petitions Committee and their recommenda­tions for justice denied.

Thence appealed to the President, Prime Minister and their instructio­ns to pay special attention to my grievance being genuine and re-considerat­ion from 1997 ignored.

The bureaucrat­s of Health Ministry failed to implement State decision, Public Administra­tion Circular 15/91 of 18.5.91, deliberate­ly violated Pub. Admin. Circular 23/97 of 1997.11.27 & Internatio­nal Code of Conduct for public officials of United Nations.
