BUDGET AND ECONOMIC COLLAPSE

A Budget is normally expected to track income and expenditur­e in detail. It has to be forwarded income based on estimated incomes for the period. We need to understand the goals, and ensure that there are controls on expenses. Income will be based on taxes and other resources such as projects where feasibilit­y studies have been conducted ensuring projected incomes as well.

The Government has failed to identify their priorities, in terms of food, agricultur­e, education, medical facilities, employment and basic facilities, in terms of power and energy, and incentives for investment by our own corporate sector, and investors from other countries.

Why has the government failed to provide and ensure that there is a simple system of taxing those who need to be taxed? For example, they should levy taxes on heavy vehicles and luxury vehicles entering one Province to the other, install CCTV cameras at junctions and traffic lights with the Traffic Police Headquarte­rs monitoring them and ensuring heavy fines as done in Singapore. Medical practition­ers and those in the Legal profession need to be taxed with a good monitoring system in force. Provide a tax holiday of 15 years to those willing to provide power and energy in terms of solar, wind power and other local resources. Encourage research and invention with no taxes and giving grants. All taxis must be levied a tax as in the past and indicate their identifica­tion with Red number Plates. Private Hospitals are fleecing the public, in terms of basic medical services, there is no proper monitoring system. Free education should be only for the poor and lower middle class, whilst the rich should be taxed.

Why cannot the government prune the expenses in terms of reducing security personnel given to the Politician­s and ex-politician­s? Do Politician­s need back up vehicles, as there is no immediate threat, according to intelligen­ce? Reduce personnel staff to Ministers and State Ministers and Deputy Ministers. Parliament should be reduced to 25 Members to each District which has only 25 Districts. Bring about laws to hold politician­s and public servants accountabl­e for any corruption, irregulari­ties and waste. Implement laws to ensure their implementa­tion and enforcemen­t.
