“Bra]ilian police desperatel­y need community coopera tion to fight the high levels of crime that plague the coun try,´ stated Bra]il’s +uman 5ights :atch director, 0aria Laura &anineu, adding, “But as long as some police offi cers beat and e[ecute people with impunity, communitie­s will not trust the police.´

The report, which analyses human rights practices in over ninety countries around the world, said that the Bra]ilian &ongress made matters worse in the case of police brutal ity by approving, in 2ctober of , a bill that protects armed forces agents accused of unlawful killings of civil ians from being prosecuted in civilian courts. The cases are now to be tried in military courts.

According to the report Bra]il continues to register chronic human rights problems, such as prison overcrowdi­ng and the ill treatment of its incar cerated population.
