Before clearing technical issues for SIM distribution, you need to study how to overcome human rights infringement problems for enforcing foreigners to wear such tracers. The types of crime committed by foreigners may be a bit different from those of Thais, but the crime rate by foreigners is far below that of Thais. We are far better than public minivan drivers.
