CCE seals purchase deal
Chonburi Clean Energy (CCE) has signed a power purchasing agreement (PPA) with the Provincial Electricity Authority (PEA) for its industrial waste-to-energy power plant, which is to be sited at Hemaraj Chonburi Industrial Estate, says a company executive.
CCE is a joint venture established by Glow Energy Plc, Suez and WHA Utilities and Power Plc.
Brendan Wauters, chief executive of Glow Group, said the PPA covers a commitment to sell 6.9 megawatts of power to the PEA for 20 years, slightly below the power plant’s 8.63MW generation capacity.
He said waste-to-energy projects such as CCE are considered a high priority in the context of Thailand’s energy policies, and are also aligned with Glow’s strategy to focus exclusively on carbon-light opportunities when considering new investments.
Glow Energy is a member of the Glow Group, which is a major energy player in Thailand with a combined installed power generating capacity of 3,207MW.
Glow Group generates and supplies electricity to the Electricity Generating Authority of Thailand under the small power producer and independent power producer programmes. The group also supplies electricity, steam, industrial water and services to large industrial customers principally located in the Map Ta Phut area of Rayong.
The strategy to focus on carbon-light businesses corresponds with that of SETlisted WHA Corporation, Thailand’s largest developer of customised logistics facilities and industrial estates. It diversified into power and utilities to avert risks and gain more revenue.
Wisate Chungwatana, chief executive of WHA Utilities and Power, a subsidiary of WHA Corporation, said the CCE power project is going through an environmental impact assessment, which is expected to be completed and approved by related authorities by October 2017.
The project’s construction period is expected to take 24-26 months with commercial operation scheduled to start in December 2019.
