Camisi, havrası, kilisesi ile imparatorluğun çokkültürlü kimliğini yansıtan en önemli kurumların başında geliyor Darülaceze. Osmanlı’nın kimsesizlere kol kanat geren vakıf geleneğinin günümüzde de yaşayan güzel bir numunesi olan Darülaceze, sakinlerine sıcak, huzurlu ve şefkatli bir dünya sunuyor. Darülaceze comes to the fore as one of the most significant institutions reflecting the multicultural identity of the Ottoman Empire with its mosque, synagogue, and church. As a good precedent of the Ottoman foundation tradition of taking the destitute under the wings still kept alive today, it presents a warm, peaceful, and compassionate world to its residents.
Osmanlı İmparatorluğu’nun çok milletli yapısındaki hizmetlerinin güzel bir numunesi olan ve 125 yıldır hizmet veren Darülaceze’nin kuruluşu, 1877 Osmanlı-Rus Harbi yıllarına dek uzanır. Savaşın ardından elden çıkan topraklardan yoğun bir göç hareketi başlar. İki yıl gibi kısa bir zaman zarfında başta Balkanlardan gelenler olmak üzere İstanbul’a 400 bine yakın göçmen yerleşir. Göçmenlerin sayısının artmasıyla birlikte, şehir hayatının nizamını bozan dilencilik gibi hâller ortaya çıkar. Bu sosyal sıkıntıların giderilmesi için tedbirler düşünülür, nizamnameler yayınlanır, yaptırımlar uygulanır. Dilenciliğin önü alınsa da ortada kalan kimsesizler, yoksullar, çocuklar ve sakatların hem bakım hem de idaresi için yeni bir çözüm gereklidir; çözüm olarak bir “darülaceze” kurulması kararlaştırılır. Kurulacak bu darülaceze, millet ve mezhep farkı gözetmeksizin İstanbul’daki kimsesiz ve ihtiyaç duyan herkese kapılarını açacaktır. Darülaceze’nin kurulması için çıkarılan fermanın hemen akabinde işlerin yürütülmesi için bir komisyon oluşturulur. Komisyon, Darülaceze’nin inşası için öncelikle bütçesi ve yeri ile ilgili çalışmalarda bulunur. Yapılan çalışmalar neticesinde toplam masrafın 72 bin altın liraya çıkabileceği Sultan II. Abdülhamid’e bildirilir. Barınacak yaşlılar için uygun iklim koşullarında, havadar bir yer gerektiği için Darülaceze’nin Okmeydanı’nda inşa edilmesi kararlaştırılır. Padişahın fermanının 11 Nisan 1890 tarihli Resmî Tebliğ ile yayınlanmasıyla çalışmalar başlatılır.
Darülaceze’nin muntazaman tamamlanması ve sonrasında da işlerin aksamadan yürümesi için halkın yardımlarının yanı sıra hükümetin de yardımı gerekmektedir. Sultan II. Abdülhamid, Darülaceze’nin kuruluş masraflarını karşılamak üzere 7 bin altın lira değerinde kişisel eşyasını hediye eder; 10 bin The establishment of Darülaceze, which has been providing services for 125 years as a good precedent of the multinational identity of the Ottoman Empire, dates back to the Russo-Turkish War of 1877. Following the war, a huge wave of migration started as a result of lost lands. In the short time of two years, almost 4,000 migrants, particularly from the Balkans, settled in Istanbul. Among the population that had increased with the recent influx, conditions that disrupted urban living, like begging, began to appear. Measures to obviate such social issues were devised, statutes were published, and sanctions were enforced. Even though, begging was dispelled, a new solution was required for the care and handling of the forlorn, poverty-stricken, children and maimed. The solution was found in establishing a darülaceze
(gate of the helpless). This gate would be open to all outcasts and those in need in Istanbul without discrimination of nationality or sect.
Following the issuing of the edict for the establishment of Darülaceze, an executory commission was formed right away. The commission first tackled the budget and the location issues of the construction of Darülaceze. As a result of the work carried out, it was reported to Sultan Abdul Hamid II that the total expenses to be incurred could reach 72,000 gold coins. Furthermore, considering that it would house the elderly it needed to be an airy space with expedient climate conditions. So, it was decided that Darülaceze should be built in Okmeydanı. The sultan’s edict was promulgated with a public notice issued on April 11, 1890, and work was started.
For the completion of Darülaceze in good order, and later for sustaining its administration without incurring problems, state support was required along with the alms given by the public. Sultan Abdul Hamid II donated his personal belongings worth 7,000 gold coins for the establishment of Darülaceze and 10,000 gold coins in cash. First of all, an aid campaign was launched to meet the foundation expenses of Darülaceze. Carried out with the participation of the public and state officials, cash aid in

Hükümet yetkililerinin ve halkın katılımı ile sürdürülen bu kampanyada 50 bin altın lira değerinde bir nakdi yardım toplanır. Bursa işi örtüler, seccadeler, iki Uşak halısı, Beykoz işi züccaciye, Beyoğlu Sanayi Mektebi konsolları gibi imparatorluğun dört bir yanından gelen bağış eşyaların satılarak nakde dönüştürülmesi için Noradunkyan Efendi’nin Beyoğlu Büyükcadde’deki evinde bir sergi düzenlenir. Bu satıştan da 1891 yılı Ağustos’unda 67 bin 209 kuruş ve 25 para nakit sağlanır. Bu şefkat yuvasına kadınlardan da destek gelmektedir. Örneğin,
Konya valisi Hacı Hasan Bey’in kızları Rabia Hanım 5 bin 700 kuruş, Makbule Hanım da 3 bin 800 kuruş bağışta bulunmuş; bu davranışları Şefkat Nişanı ile ödüllendirilmiştir.
İlk etapta temin edilen bu meblağ ile 6 Ekim 1892 tarihinde Darülaceze’nin temelleri atılır. İnşa çalışmaları, Dâhiliye Nazırı Halil Rıfat Paşa tarafından takip edilir. Yapılacak binalar; sağ ve sol taraflarda dörder tane olmak üzere sekiz aceze (düşkünler) binası, memurlara ait bir daire, bir mutfak ve çamaşırhane, kadınlar ve erkekler için ayrı ayrı olmak üzere iki imalathane, iki hastane-hamam-camekân ve müştemilatı, bir cami, iki kilise (sonradan bir de havra), iki tevkifhane ve müştemilatı, kömür ve odun deposu ile geniş bahçesi içindeki çeşmeden ibarettir. İnşaatın bütün ölçümleri ve detayları verilerek kullanılacak tüm malzemenin ne olacağı tek tek tarif edilmiş; dönemin kıymetli malzemelerinin kullanılmasına özen gösterilmiştir. In August 1891, 67,209 kurus and 25 para cash was yielded from this sale. Also, prominent women provided support for this house of compassion. For instance, Konya Governor Hacı Hasan Bey’s daughter Rabia Hanım donated 5,700 kurus and Makbule Hanım 3,800 kurus. These deeds were rewarded with the Order of Compassion.
On October 6, 1892, the foundation of Darülaceze was laid with the initial amount that was gathered. The construction was supervised by Halil Rıfat Pasha, the Minister of Interior. The complex to be constructed consisted of eight buildings for the destitute, four on the left and four on the right; a department for the civil servants; a kitchen and laundry; two manufactories, one for men and one for women; two hospitals, a bathhouse, a greenhouse, and outbuilding; a mosque, two churches (and then a synagogue), two houses of detention and outbuildings; coal and wood bunkers; and a fountain in the large garden.
All measurements and details of the construction were given and all materials to be used were described one by one; care was taken to use the best material of the time. The water of Darülaceze was procured from the Terkos Company for a thousand liras.
The landscape planning of the roads around this building was made before construction was started. The construction was completed on August 19, 1895, on the anniversary of the enthronement of the sultan.
With two albums consisting of the photographs of the premises, Darülaceze was officially inaugurated on January 31, 1896.

Hâlihazırda 600’e yakın kişinin ikamet ettiği Darülaceze, kuruluş felsefesinden ödün vermeden din, dil, ırk, cinsiyet ve mezhep farkı gözetmeksizin bakıma muhtaç yaşlı ve engelli insanlara, sokağa terk edilmiş kimsesiz çocuklara bir umut kapısı. Kendi imkânları ile ihtiyaçlarını gidermek üzere kurgulanan yapısıyla Darülaceze imalathanelerinde üretilen mallardan elde edilen geliri arttırmak için 1895’te bir talimatname de çıkarılır. Buna göre elinden iş gelen Darülaceze sakinlerinin imalathanelerde çalışması, kurum giderleri için imalathanelerin gelir ve giderlerinin de hesaplanması kararlaştırılır. Darülaceze’nin kuruluşunun ilk yıllarında var olan halıcılık, dokumacılık, terzilik, çorapçılık imalathaneleri benzeri şekilde bugün de işlemeye ve hizmet vermeye devam ediyor.
Bugün toplam yaklaşık 30 bin metrekarelik bir alanda, 125 yıl önce inşa edilen orijinal binalarında hizmet veren Having been a “house of compassion” for 72,000 individuals, 30,000 of which children, from the day it was opened to this day, the institution has provided services ceaselessly for 125 years. Darülaceze’de barınan tüm sakinlerin giyinme, barınma, beslenme, sağlık ve bakım ihtiyaçları kurum tarafından karşılanmakta; hizmet 24 saat aralıksız devam etmekte. Sakinlerin muayene ve tedavi hizmetleri, koruyucu sağlık hizmetleriyle yatakta bakım hizmetleri verilmekte; acil veya kronik rahatsızlıklarına dek tüm sıkıntıları tedavi edilmeye çalışılmakta. İleri tetkik ve tedavi gerektiren durumlarda ise hastanelerle bağlantı kurularak her türlü tıbbi tedavileri yapılmakta. 125 yıllık Darülaceze, kurulduğu günden bugüne tüm ihtiyaçları ile işletme giderlerinin tamamını oluşturduğu gayrimenkul gelirleri; bağışçıları, gönüllüleri ile karşılamış; yerel yönetimler tarafından tahsil edilen Eğlence Vergisi Geliri’nin yüzde 10’unu da içeren gelirleri ile devlete bağlı olmasına rağmen varlığını devlete yük olmadan sürdürmeyi başarmakta. Kurumun, her gün ziyarete açık olduğunu da belirtelim. İstanbullular da Darülaceze sakinlerini yalnız bırakmıyor; maddi ve manevi olarak destek veren gönüllülerle ziyaretiniz esnasında siz de karşılaşabilirsiniz. Rehabilitasyon merkezinde psikologlar ve gönüllüler atölye çalışmalarının kesintisiz sürmesine katkıda bulunuyor. Burada günlerini verimli bir şekilde değerlendirmeye çalışan yaşlı ve kimsesizler sosyal hayata adapte olmaya, yaşam enerjilerini ve motivasyonlarını güçlü tutmaya çalışıyor. Bu süreçte en büyük destekçileri ise kurumun özverili çalışanları ile haftanın birkaç günü gelip destek veren gönüllüler. needs of the premises. All the dressing, accommodation, nourishment, healthcare, and maintenance needs of the residents of Darülaceze are met by the institution with a 24hour service. Efforts are made to treat all the ailments of the residents from diagnostic and treatment services to preventive healthcare services, bed care services to the cases of emergency or chronic diseases, and in cases where further examination and treatment are required the institution contacts the relevant hospitals.
Since the day it was founded, 125-year-old Darülaceze sustains its existence without burdening the state albeit being an official body, meeting all its needs and operational expenses with the revenues it yields from its assets, the donations of grantors, the contributions of volunteers, and 10% of the Entertainment Tax Revenue allocated by local authorities.

Ceaselessly carrying out workshops in the rehabilitation center with the accompaniment of psychologists and volunteers, the institution tries to help the elderly and destitute sheltered here adapt to social life and keep their spirits high. The devoted employees and the volunteers that come a few days a week are the institution’s and the residents’ biggest supports.
