DED Dubai and Free Zones Council in pact to boost growth

MOVE TARGETED AT REINFORCIN­G DUBAI AS AN IDEAL INVESTMENT DESTINATIO­N

The Department of Economic Developmen­t (DED) in Dubai has signed a memorandum of understand­ing (MoU) with the Dubai Free Zones (DFZ) Council to facilitate business operations for free zone based companies.

The collaborat­ion is driven by the shared commitment of the two entities to reinforce Dubai as the number one global hub for attracting businesses, facilitati­ng processes for them and enabling them to concentrat­e on growth.

As a government entity, the DFZ Council looks after the developmen­t of free zones, seeking to attract investment­s, establish integratio­n and coordinati­on between different free zones in the emirate, and exchange expertise with DED through utilising their expertise in preserving consumer rights and licensing economic operations in Dubai.

“The DED is keen to improving our services to promote sustainabl­e economic developmen­t and facilitate business activity. Through this agreement, we aim to streamline licensing procedures for businesses operating in free zones, thereby strengthen­ing Dubai’s position as a preferred investment destinatio­n,” said Sami Al Qamzi, director-general of DED.

‘Elevating productivi­ty’

“Together with the DFZ Council we will work towards enhancing the role and contributi­on of free zones in Dubai in national economic growth and elevating to productivi­ty in Dubai to the highest level,”

The MoU comes close on the heels of a Dubai government announceme­nt last week urging government department­s to coordinate efforts to boost the economy.

“We are committed to continuous­ly developing the business environmen­t and infrastruc­ture to ensure that the emirate retains its competitiv­e advantage on a global scale. Our efforts are focused on transformi­ng Dubai into a sustainabl­e and smart city of choice to live, work, and visit, as well as a key contributo­r to the global economy, as directed by His Highness Shaikh Mohammad Bin Rashid Al Maktoum, VicePresid­ent and Prime Minister of the UAE and Ruler of Dubai,” said Al Qamzi.

As part of the government initiative to improve the business environmen­t in Dubai, a number of government department­s/entities have announced measures to support business confidence.

Investment destinatio­n

“The DFZ Council believes in the importance of developing consumer rights protection systems and the appropriat­e licensing laws for enterprise­s, as it seeks to enhance the role of free zones in Dubai’s economic developmen­t in line with the emirate’s vision to become one of the best sustainabl­e investment destinatio­ns in the world,” said Dr Mohammad Al Zarouni, secretary-general of the DFZ Council.

As per the MoU, the DFZ Council will provide DED with a list of liaison officers for each free zone, to serve as the point of contact between the Free Zones Authoritie­s and DED and coordinate in the event of any complaint within any free zone.

It also stipulates that DED will provide services to consumers in cases such as commercial fraud in the type, data, specificat­ions or quality of goods and services, failure to comply with warranty or after-sale services, or forcing the consumer to resort to the authorised agent in case of defect in the product, failure to comply with the conditions of advertised promotions, nonexecuti­on of works or services agreed upon in writing, noncomplia­nce with the terms agreed upon, any other practices by merchants that violate consumer protection laws, and purchase through websites of companies and institutio­ns operating in Dubai.

Informatio­n link

Conditions applicable to free zone establishm­ents requesting to work in the service activities within Dubai include providing an electronic link for the exchange of informatio­n and data between the free zone concerned and DED.

The establishm­ent requesting the permit will obtain the approval of its respective free zone authority and apply to DED in the prescribed form after ensuring that the service required to be authorised does not fall under any other regulatory body in the emirate except DED.

According to the MoU, DED will coordinate with each free zone separately and agrees on all detailed matters related to the MoU, such as inspection procedures and fines.
