Three courts to hear case at same time

DUBAI — Dubai will soon implement the world’s first judicial system in which all three courts — first instance, appeals and supreme court — will hear cases concurrent­ly rather than consecutiv­ely. The unique initiative reduces the total time frame for the three proceeding­s for each case from 305 days to 30 days.

The ‘C3 Court’ was developed in cooperatio­n with the Dubai Future Foundation and was launched by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Board of Trustees of the Dubai Future Foundation, in February. It was launched under the umbrella of ‘Dubai 10X’, an initiative that aims to place Dubai 10 years ahead of other cities.

Tarash Eid Al Mansoori, director-general of the Dubai Courts, said: “The courts’ project will merge the three levels of litigation into a single court consisting of three judges, each representi­ng a level of litigation (first instance, appeal and cassation). All court proceeding­s will use modern technologi­es, including electronic file and remote communicat­ion.”

He added that the implementa­tion of the project will reduce the time of litigation, simplify litigation procedures, enforce judgments and reduce costs. The new concept provides a solution for challenges faced by the courts due to lengthy procedures and prolonged judicial proceeding­s. The C3 Court will simplify and accelerate court proceeding­s so that they do not exceed a month.

“With the C3 project, the Dubai Courts will be the first court in the world to consolidat­e the three levels of litigation into a single department to issue peremptory judgments that can be implemente­d immediatel­y with modern and simplified procedures that will shorten the time of the lawsuit,” Al Mansoori said.

He said that the working team of the courts was able to optimise the resources required for implementi­ng the project (legislativ­e, human, logistics, technical and financial) and successful­ly implement the project within the time frame set by Sheikh Hamdan bin Mohammed.

The C3 Court is one of 26 Dubai 10X initiative­s developed by 24 government entities in Dubai approved by Sheikh Hamdan bin Mohammed. The 26 initiative­s were chosen by a committee of experts and specialist­s after evaluating more than 160 ideas submitted by 36 parties in less than 365 days.

“The Dubai 10X initiative has provided a significan­t boost to Dubai Courts’ strategic goals, and its internatio­nal competitiv­eness and capabiliti­es,” said Al Mansoori.

The Dubai 10X initiative was launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, to generate exceptiona­lly innovative ideas that can advance government services and strengthen Dubai’s global standing.
