Plans revealed for next phase of £100m park

DETAILED plans for the next phase of the £100m Frontier Park developmen­t in Hyndburn have been lodged.

Monte Blackburn Ltd has submitted plans to build four large warehouses at the site as part of phase seven of the developmen­t.

Bosses are applying for flexible use permission for the warehouses for general industry (B2) and storage and distributi­on (B8).

This allows the use of the units to switch between class B2 and B8 without restrictio­n for a period of 10 years. The use of the units is made permanent after this time.

However, the applicant anticipate­s that around 75 per cent of the take-up on this site will be by B8 use, with the remainder being B2 use. Details of any firms to occupy the proposed new units are yet to be confirmed. A spokesman for the developers said: “The applicatio­n site is suitable, available, deliverabl­e to meet market interest and is in single ownership. In addition to the creation of floorspace, the scheme will generate a significan­t number of permanent, as well as temporary jobs during the constructi­on phase of the developmen­t with an associated annual wage, the generation of business rates and a total developmen­t value which are all major social and economic benefits for the local area.”

The site, formerly known as Whitebirk, has been a strategic site for the North West for more than 15 years. The developmen­t is co-owned by Zuber and Moshin Issa, the founding partners of Euro Garages.

The brothers appointed Barnfield Constructi­on Ltd to undertake the constructi­on initial works.

The Issa brothers bought the site in 2017.

A new petrol and service station with shop, a drive-through restaurant and a coffee shop on the site are already open and work continues on the new Hilton hotel, which will form the centrepiec­e of the £100million complex.

The spokesman added: “The overall design and choice of materials not only represent a modern, clean aesthetic, but they have been chosen carefully to complement and enhance other, more industrial type buildings within the wider site.

“Indeed, a holistic approach has been taken when designing the buildings in order to maintain a level of consistenc­y in the external appearance across the individual developmen­ts and to ensure high standards of design across the wider Frontier Park site. The layout makes the most efficient use of the land; appropriat­e levels of parking are proposed which, as previously mentioned, do not go beyond the maximum number of parking spaces as set out in the council’s adopted, parking standards (2010) for both B2 and B8 uses and sufficient space for the manoeuvrin­g of vehicles has been accommodat­ed.”
