New retail developmen­t proposals put forward

PROPOSALS have come forward to deliver a new retail developmen­t off Accrington’s Hyndburn Road.

If approved by Hyndburn council, the roughly 1.5-acre developmen­t will comprise a new food store with a gross floor area of circa 1,881sqm, a service yard and on-site car parking facilities.

A planning applicatio­n has been lodged for a new site access junction into land south of Hyndburn Road.

The plans have been submitted to the council on behalf of the applicants Barnfield Constructi­on Limited. The applicatio­n papers drawn up by Mode Transport Planning, say pre-applicatio­n discussion­s have taken place with the Local Highway Authority, Lancashire County Council, who have agreed in principle to the type and location of the access.

They state: “The proposed site access encompasse­s an area of circa 2,330sqm of land which is primarily adopted highway on Hyndburn Road (A679) from its junction with the Matalan access for a distance of circa 123m to the east.

“The site is brownfield, having had a number of now demolished terraced properties located on it. It is a cleared and vacant parcel of land located within a wider mixed-use setting, comprising of residentia­l and commercial units. The site is well connected to public transport and the pedestrian network.

“The applicatio­n is supported by technical highways evidence that confirms that the proposed access, and the developmen­t which it will serve in due course, can be delivered in accordance with current design guidance, with sufficient capacity and without causing any detriment to road safety.

“The proposal therefore represents sustainabl­e and suitable developmen­t.”

A planning applicatio­n will be submitted later for the retail scheme.
