Ice-cream parlour scoops hot food bid

An ice-cream parlour has been given the green light to start serving hot food takeaways despite opposition from neighbours.

Flakes, in St Quivox Road, Prestwick, applied to partially change the use of its premises, seeking to serve hot food including rolls, sandwiches, chips and hot drinks between 8am and 10pm.

Several objections about parking and anti-social behaviour had been brought up by nearby residents when Flakes was originally granted planning approval in 2018.

And objectors at a meeting of South Ayrshire Regulatory Panel argued that their concerns had ‘come to pass’ and would be exacerbate­d by the move to serve hot food.

Sandra Jamieson spoke on behalf of her mother who lives next to the business. She said: “All the shops in St Quivox Road next to this property are hairdresse­rs and beauty parlours. Their hours are generally 9 to 5 with late opening on a Thursday.

“At previous planning meetings we were assured there would be no further change of use to this premises

but here we are again.

“Everything that we predicted at previous meetings has come to fruition. Pollution, littering, noise.

“My mother had to move to the back of the house so she could get sleeping at night to avoid shouting, car doors banging and anti-social behaviour. Parking on double yellow lines, on the pavement, cars sitting with engines running, using mobile phones.”

She also claimed that she had to call police when a delivery driver, parked outside her mother’s house, became abusive when she asked him to move as her mother was disabled.

She added: “Parking issues will be all day and all night and this is an accident waiting to happen.”

Planners indicated that the fact that the outlet is in Prestwick Town Centre meant that the partial change of use was allowed.

Ayrshire Roads Alliance said they could not object to the issue because the partial change of use would not be sufficient grounds to do so.

However, they agreed to look at the problem of parking in the area.

While concerns were raised by some councillor­s on the Regulatory Panel, the applicatio­n was approved.
