The hour be­fore dusk and dawn, as ot­ters are on the move, is the best time for pho­tog­ra­phy. They have poor eye­sight but acute hear­ing, so choose your spot, keep still and wait. Ad­just your cam­era for low light and set it with a fast shut­ter speed. A tele­photo lens is a good idea. Ot­ters are out in all weath­ers, so you should be as well.
