Video footage showed a woman in a neck brace being taken into an ambulance on a trolley.
Heavily armed tactical support officers arrived as part of the large emergency response.
The two male suspects fled after detonating their improvised explosive device and no one has yet claimed responsibility. Officials said that the motive for the attack was not known.
Police Sergeant Matt Bertram said the men entered the restaurant and set down what appeared to be a paint can or bucket, which exploded after they fled.
He added that the bomb was filled with “projectable objects”.
Police posted a photograph on Twitter showing the two suspects wearing dark zip-up hoodies. One is in his mid-20s, stocky, and wore dark blue jeans as well as the hoody pulled over his head, with black cloth covering his face. The second is thin, and wore faded blue jeans, a grey T-shirt, also with his face covered.
