Cuba has learnt from bitter experience how to cope with hurricanes. The warm waters of the Caribbean are a breeding ground for hurricanes, and Cuba is right in the line of fire. While other islands and parts of mainland America have been known to fall into confusion when a storm strikes, Cuba falls into a well-practised routine. Decision-making, aided by accurate weather forecasting, is done at a local level, and everyone knows what to do. Fi Glover reports on a country that has a traditionally low hurricane fatality rate.
