Council housing estates were built for the working classes, and living on one was a sign of social inclusion. Somewhere along the line, however, living on a council estate became a sign of failure, and some of these Gloria Gaynor (9am, Radio 4) models of social housing became known as sink estates. Insa Lee Koch, who has made a study of the history of council housing, joins Laurie Taylor to talk about this shift in perception.
