FOOTBALL’S rule-making body has produced a discussion paper which suggests ‘radical changes’ to the Laws of Football, including 60-minute matches where the clock is stopped when the ball is not in play. The International Football Association Board seeks to increase the amount of time the ball is in play, similar to timing approach used in NFL and rugby.
