FOOTBALL’S rule-making body has produced a discussion paper which suggests ‘radical changes’ to the Laws of Football, including 60-minute matches where the clock is stopped when the ball is not in play. The Internatio­nal Football Associatio­n Board seeks to increase the amount of time the ball is in play, similar to timing approach used in NFL and rugby.
