What punishment?

THe Treasury has fined the Home Office £367,000 for paying a sex inquiry chief too much. so a large amount of taxpayers’ money has been moved from one government department to another.

This is hardly what I would call a punishment. They should have taken the money out of the salaries of those responsible and given it to charities that deal with child sex abuse.
