AS A retired Met police officer, I can tell you travellers are not prosecuted for fly-tipping (Letters) because even if it is witnessed, it is nigh on impossible to serve a summons or execute a warrant to attend court if the person does not have particulars such as a full driving licence, National Insurance number, electoral roll listing, fixed address or postcode.
Council officers are terrified to enter a travellers’ site without at least two burly police officers because of the intimidation and dogs.
Therefore, council and police chiefs ignore the problem and clean up the mess once the travellers have moved on, hoping they won’t return.
However, should a pensioner drop a cigarette into the gutter before boarding a bus, they’ll be fined £80.
