AS A retired Met police officer, I can tell you travellers are not prosecuted for fly-tipping (Letters) because even if it is witnessed, it is nigh on impossible to serve a summons or execute a warrant to attend court if the person does not have particular­s such as a full driving licence, National Insurance number, electoral roll listing, fixed address or postcode.

Council officers are terrified to enter a travellers’ site without at least two burly police officers because of the intimidati­on and dogs.

Therefore, council and police chiefs ignore the problem and clean up the mess once the travellers have moved on, hoping they won’t return.

However, should a pensioner drop a cigarette into the gutter before boarding a bus, they’ll be fined £80.
