AS A retired police officer, i know Section 5 of the public order Act 1986 states: ‘A person is guilty of an offence if they display any writing, sign or other visible representation which is threatening or abusive within the hearing or sight of a person likely to be caused harass-ment, alarm or distress thereby.’

That would cover the shrine to the burglar.
