HERE is my plan to drain the swamp that is the House of Lords. Remove the hereditary peers and bishops. Introduce a three-year limit on the term that life peers can serve.

As Scotland, Wales and Northern Ireland have their own parliament­s and assemblies, their Westminste­r MPs should be in the upper House.

Make appointmen­ts based on that used to appoint jurors. The new intake would come from a crosssecti­on of the population — people who have their feet on the ground, unlike the metropolit­an elite.
