Life for a life

-

I AM confused at the four life sentences given to the two men responsible for the arson deaths of four innocent children (Mail).

One has been ordered to serve a minimum of 40 years behind bars and the other 37 years, which suggests that each life lost is worth just ten years in jail. Why is a life sentence not exactly that?
