VAR must lay down the law to keep goalies in line

I’VE heard it said that if some Olympic athletes are going to resort to doping to gain an advantage, you should let them all take drugs. FIFA seem to applying the same warped logic to goalkeeper­s at penalties. So many are being allowed to start behind the goalline and jump forward or start on it and advance before the kick’s taken. The law is not being applied. How can this be so difficult? VAR has shown that offside, once almost impossible to interpret, is now a black and white matter of fact. A goalkeeper off his line for a penalty surely must be the same. In shootouts so far, 15 of 19 have been off their line which is proof this law is simply being ignored.
