Council blocks ‘noisy’ kennel ... yards from an RAF runway!
A WOMAN who planned to open kennels at her home has been turned down because they would be a ‘noise nuisance’ – even though she lives near a busy RAF runway.
Rhiannon Binyon, 36, applied to start the business from home after she gave up her career as a teacher to become the primary carer for her mother and grandmother. She bought a property on Anglesey just 500 metres from the RAF Valley runway to ensure she could keep dogs there without bothering neighbours.
However, the council rejected her application – as the noise produced by the dogs would have an ‘unacceptable impact’ on residential and commercial properties.
Miss Binyon said Anglesey Council made her pay thousands of pounds for sound tests before rejecting her plans. ‘We’ve had a horrendous time of it,’ she said. ‘I need to be near my home to help with day-to-day tasks ... I could have just lived off the carer’s benefits but I didn’t want to do that. I want to work and Anglesey Council have made this a nightmare.’
Miss Binyon first applied to start the business in Llanfair-yn-Neubwll in 2017. After being rejected, she altered the kennels to improve soundproofing – only to be turned down again last June. ‘Someone is willing to invest money into starting a business and silly barriers have been put in the way,’ she said. She has since set up a ‘doggy day care’ so she can look after four dogs in her home, rather than in outdoor kennels.
Anglesey Council did not respond to a request for comment.
