WPC faces sack over ‘affair with foot fetish sergeant at city station’
TWO police officers accused of having sex while on duty in their station have been charged with serious misconduct.
PC Jemma Dicks, 28, faces the sack after allegedly performing sex acts on married Sergeant Adam Reed, 40, during a ten-month fling.
Reed, who has left the force, is also alleged to have had sex in the station with an unnamed PCSO during the affair.
He is further accused of taking sneak photographs of another woman officer’s feet.
When challenged, Reed admitted to having a foot fetish.
The two South Wales Police officers face a disciplinary hearing for discreditable conduct next week over their sexual antics at the main police station in Cardiff. Their relationship came to light after Reed was accused of taking sneak photographs of another woman officer’s feet in his station sergeant’s office as she took a statement from PC Dicks.
One former colleague said: ‘Everybody suspected something was going on – Adam lost a load of weight and even grew a trendy beard. He was infatuated with her. But it all went wrong and she lodged a complaint about him. That’s when it all came out what they’ve been up to in the station.’
PC Dicks had followed in the footsteps of her father Mark to carry out her dream of becoming an officer. She joined Gwent Police as a special constable in
2013 at the age of 21 and was based close to Mr Dicks, who served in the roads policing unit and as a driving instructor.
She moved to South Wales Police and became a full-time officer in May 2016. When Mr Dicks died aged 53 three years ago, she asked if his old collar number – PC 1115 – could be reallocated She said at to the her. time: ‘It’s not something that might mean much to many people but it means so much to me.
‘It does feel like my dad is with me, in a sense.
‘It just feels amazing, to be honest, to be able to wear his collar number on my shoulder.
‘I wear it with pride, knowing how well he did with his job, and hopefully I’ll go on to do exactly the same as him. Since I was really little he came home with all these stories. I have never thought about doing anything else. Everything has always revolved around the police.’ The disciplinary charge against PC Dicks states that she carried out the sex acts at ‘various locations and dates’ between November 2017 and August 2018 in Cardiff ’s busy city centre police station.
It alleges that she breached the standards of professional behaviour relating to duties and responsibilities and discreditable conduct, and such breaches amount to gross misconduct’.
Reed faces three charges of discreditable conduct, including engaging in sex acts with PC Dicks at the station and, in May 2018, of having sexual intercourse with another serving PCSO while on duty at Cardiff Central.
The third charge relates to when a woman officer was in his office to take a statement from PC Dicks. It states: ‘While this officer was sitting in his office addressing that matter, he used his mobile telephone to take a number of photographs of her feet. He did so covertly and without her consent. He has since disclosed that he did so because he has a foot fetish.’
The South Wales Police Federation has been approached for a response on behalf of the two officers.
