Prison ‘must do more for those at risk of self-harm’

BOSSES at Maghaberry Prison must do more to address the needs of vulnerable inmates, inspectors have said.

They found while management continue to work to improve the jail’s performanc­e, shortcomin­gs have been found in the care and support provided to those at risk of self-harm.

The unannounce­d review was a continuati­on of follow-up work after the publicatio­n of the findings of the May 2015 inspection.

Chief Inspector of Criminal Justice in Northern Ireland Brendan Mcguigan said: “I welcome the drive, determinat­ion, innovation and creativity shown by the leadership team and staff to stabilise the prison, to improve outcomes for those committed to their care and implement the nine recommenda­tions made two years ago.

CONCERNS

“However, this positive work and the desire to deliver a more stable, safe environmen­t for prisoners and staff must ensure the needs of vulnerable prisoners are addressed.

“Despite a reduction in the overall number of men self-harming within the prison, Inspectors had significan­t concerns around the management and care of men who had or were at risk of self-harming.

“I am concerned despite the critical reports into deaths in custody and serious self-harm, some important lessons have not been learned.”

He added the continued lack of a safer custody strategy at Maghaberry remained an issue.

Prison Service chief Ronnie Armour said Maghaberry will continue to build on progress to ensure all people in custody are given the right support to help them rehabilita­te.

He added: “Alongside our healthcare partners, all steps will continue to be taken to ensure those at risk of self-harm, suicide or otherwise vulnerable are supported effectivel­y.”
